The Federal Motor Carrier Safety Administration (FMCSA) has introduced stricter identity verification requirements for its Drug and Alcohol Clearinghouse. This move directly targets fraud risks and strengthens data accuracy across a system used by over six million industry stakeholders.

Starting April 27, 2026, new Clearinghouse users in key roles must complete a secure identity verification process before accessing the system. This includes employers, consortium/third-party administrators, medical review officers, substance abuse professionals, and assistants.
The updated process is mobile-driven and designed for speed and accuracy. Users can log in through Login.gov, select their role, and scan a QR code. They then upload a government-issued ID and complete a selfie check through a secure verification app. Once verified, access to the Clearinghouse is granted.
